Development of the Strategic Plan

Pillars: A Collaborative Community Process

The Rapid City Area Schools Strategic Plan was developed through an intentional, inclusive, and collaborative process that reflects the district’s core pillars of Students, Staff, Community, Facilities, and Communication. From the outset, RCAS committed to engaging a broad cross-section of stakeholders to ensure the plan was grounded in shared values, informed by lived experiences, and responsive to the evolving needs of our schools.

Engagement and Voice

Input was gathered from students, staff, families, community members, and Board of Education members through surveys, discussions, and facilitated feedback opportunities. This collaborative approach ensured that the perspectives of those who learn in, work for, support, and govern RCAS were meaningfully represented. Particular emphasis was placed on student-centered decision-making, staff support and retention, community partnerships, safe and effective learning environments, and clear, consistent communication.

Synthesis, Alignment, and Refinement

All feedback was carefully reviewed and synthesized to identify common themes and priorities. These themes closely aligned with the district’s five pillars and informed multiple drafts of the strategic plan. Through an iterative refinement process, the plan was strengthened to ensure clarity, cohesion, and alignment across all focus areas— supporting the whole child, empowering staff, strengthening community relationships, investing in facilities, and improving communication.

Shared Ownership and Commitment

The resulting strategic plan represents a collective vision rather than a top-down directive. It reflects shared responsibility and accountability for student success and district improvement. By grounding the plan in broad stakeholder engagement and aligning it with RCAS’s foundational pillars, the district established a strong framework for implementation, transparency, and continuous improvement—ensuring the plan is both aspirational and actionable for the years ahead.
